The Universal Access to Quality Tertiary Education Act (Republic Act No. 10931, 2017) makes tuition and other school fees free for qualifying Filipino undergraduates at state universities and colleges, UP Diliman included. UP bills the government directly, not the student — roughly 9 in 10 UP Diliman students are covered by the law, per campus reporting.

Who Still Pays Tuition at UP

A minority of students pay tuition themselves, including those who:

  • Already hold a bachelor's degree.
  • Exceed their program's normal duration by more than a year.
  • Voluntarily opt out of free tuition (students with financial capacity may choose to).
  • Are enrolled in law or medicine.
  • Are not Filipino citizens.

Per-Unit Rate & Socialized Tuition Brackets

  • No discount: ₱1,500 per unit (full sticker rate).
  • 33% discount: ₱1,000 per unit.
  • 60% discount: ₱600 per unit.
  • 80% discount: ₱300 per unit.
  • 100% discount: free tuition, free miscellaneous fees, free laboratory fees, plus a monthly stipend. Not selectable in the calculator above, since every fee is waived at this bracket, including the flat miscellaneous fee the calculator always shows — there's nothing left to calculate.

A flat ₱5,743.50 in miscellaneous fees (library, registration, medical, cultural, internet, energy, NSTP/CWTS, and laboratory/LWDF charges) applies on top of tuition for the four paying brackets above.
